You wouldn’t need to maintain as many roads if you converted some percentage to rail (which is much cheaper to maintain) so it could be an investment
I find the punchline hits better when it’s repeated with the new context but that’s subjective of course. It’s how it was done in the original meme too from what I can tell.

I think that’s a different stretcher in the last panel. The ones we see in the first panel would be loading just off to the right towards the bottom of the last panel.
Aren’t they up and to the left of the last panel so shouldn’t be visible?
It depends on the inflection. It might be not now as in not in this moment, but it could also be no not now that you’ve done this
